TEMPERATURES Though winter took awhile to arrive, the cold weather that finally came in February continued into the first half of this month. Overall, temperatures this March averaged slightly below normal. Average Maximum Temperatures were almost exactly normal but were balanced by Average Minimums of nearly 3° below normal, as reported at official weather stations at Portland Airport and downtown Portland.
